This character is actually male! He's called Risen xD 

And the symbols signify how old he is and how high a ranked Angel he is. He's the highest living God Angel in my story and because of this he's incredibly decorated, with jewellery, runes and feathers. The staff isn't for fighting or anything like that though, because of how heavy his top half is regarding his three sets of wings, and heavily adorned headdress, he uses it as a weight in the air. There's a very large and heavy weight on the end that he holds behind him during flight which stops him toppling too far forward and losing balance ^w^ The staff itself is around twice the length he is.
