Description
While most comics tend to take place on the east coast, more specifically New York, San Fransisco has it's own set of defenders. They aren't your regular heroes. Each is wanted for something in their past, but they have the knowledge and ability to make a difference. The Fugitives are made up of three people Turbulence, Phade, and Siphon.

Turbulence was an engineer but when the project he was working on was going to be used unscrupulously, he destroyed the project and took the science with him. Wanted by the Federal authorities in connection with the bombing he now creates devices that emulate the effect of weather and blessed with the ability to heal from almost any wound he takes on the crime of the city.

Phade was prior military once selected for special training and recruited. Through some sort of gene therapy his own genes were laced with that of something else which gave him the abilities to Phase through Solid Objects and Invisibility. Originally used as a covert spec op for national interests, but when a target was a US Senator he realized he was being used. Leaving the project behind he now out to find who is really in charge of the project and terminate them.

Siphon is an enigma. No one has seen her physically, she travels via the mind through astral projection. As a child her body was crippled trapping her into a physical hell. Her mind was her only escape. Unable to go out and have any experiences of her own she siphoned experiences from the memories of others. In time she realized she could use these feeling on others. Now armed with her mind she can use her telepathic powers to imprint the negative experiences of others as a weapon.
