It is not, technicaly the only equivalent of the Master Emerald in the Sol Zone... it's Blaze herself.

Something far more powerfull than both the Sol and Chaos Emerald, something able to alter, destroy (create?) and merge dimensions, why the Sol Empire have it is a mystery, as well as the purpose of the scepter itself.
I mean, the Jeweled Scepter is by far the most powerfull relic in the whole Sonic saga, the kind of thing that you do not let into mortal hand.
EDIT: canon data are pretty damn rare about it (even in the comics), I have some theory based of the few data that we have but nothing official.
