Well, I don't think that electricity works like that... If you somehow were able to manipulate the charge of a spherical area to produce said "ball" of electricity, would you not also be able to do the same to another area, but of the opposite charge? If you then connect the two areas, the charge would never miss unless alchemically redirected, and makes for a much better weapon (or prank).
