1. You are going to need to download it, it is a HUGE document. I'm sorry if that's an inconvenience, but in order for you to be able to see what I was doing on my screenshots, this was as small as I could make it. D: My screen is HUGE.
2. My doodles are there for your entertainment, lol. To make the tutorial less boring.
3. Here's the info you need:
Brushes
~ Sparkle Brush
~ Clouds Brush
~ [link] >Space Brush
Extra: Moon and Planets
is a VERY talented brush creator. I use her brushes most out of everyone's, especially for things like this. I will recommend other brush artists on a later tutorial (there are some awesome manga tone creators that need more attention.

In this, I was using Photoshop CS3.
Though any program with layers and brushes, like GIMP, should be similar enough if you are familiar with it. @_@

Most of them should be able to, I believe.
I've never used elements, so I can't stand by that lol
But I'm sure it uses .abr files for it's brushes just like photoshop, if not, that's a bit silly since they're both adobe. XD

Mmm ok lemme see if I remember GIMP well enough.
Firstly, do you need help installing them and then using them, or help from download all the way through to installation?
Make sure you've put them in C:/program files/Gimp2.0/share/gimp/2.0/brushes (or whatever seems right depending on the version of GIMP you are using.)

Alright, typically when you download a file it's meant to save it where you specify. If you didn't get a prompt to choose a folder, you must have one already set (like for Firefox or Google Chrome there's a download's bar you could right click and "open containing folder" or "Open file location").
You might have a downloads folder (especially if you're using Vista). If you can search the computer for the file name, try that and right click it when you find the result. If it's a zip file you'll need to extract it and place the .abr files where I specified in the previous reply. (I hope this is helping D
If this doesn't help, then I need to know your operating system and your internet browser.
