This is great! My only question, is how do you make ripples in a small portion of the picture? Instead of the whole thing?

Well, it basically depends on what image u r working on. if you want the exact effect in a portion of the image, u can simply make the effect on a new canvas and then drag it in your image and resize it & erase the part u don't need.

Uh. Which Photoshop did you use, 'cause I have Photoshop 8 and I couldn't find the brush editor.

I did not use the brush editor in this tutorial, anyway if you want to edit a brush do this:- open a new file - Select brush tool - on your keyboard press F5 - this is the brushes palette - in this palette you can select brushes and you can set different attributes of the selected brush - on the top left of this palette you can see Brushes tab below that 'Brush Presets' is written below that 'Brush Tip Shape' is written select this and you get more options - in these new options you can set the rotation, size, roundness etc.
