I was under the impression (at least from a version I looked up) that she went through the same process as her father, which is why she's stayed so short, her skeleton is forever the height of a 16-17 year old girl.

Like I said, she still does in her claws, which, like Wolverines, are part of her skeleton.  They just didn't have enough of it to give her the full makeover.
