And rumors are passed around. Ironically the Reapers made her what she is, an embodiment of absolute chaos and disorder of which they seek to rectify but proves to be overwhelming and ultimately lead to their destruction.

It pretty much only pertains to being laughably overpowered, outshining any of a story's actual characters and being overly idealized, when talking about fan fiction, which this qualifies as pretty well in both regards.
If you're talking about the origin of the name mary sue, that's not hugely relevant to its current meaning and usage.
