Artagnan 'Art' is a former Rocket Pokemon who was rescued from service under the team during a battle with Hale in Goldenrod. He was a sickly little Ralts who watched his mother die in front of him attempting to escape another forced-breeding session and grew up bitter, violent and hard. They tore out his left eye after he tried to escape once as punishment. Generally, rescued Pokemon his age have no problem being rehomed, but him being forced into the breeding mill sector, mind-rape and interrogations specialist and balls-to-the-walls battling left him much harder to rehabilitate, and Hale decided to take him in. He proved to be a handful and continued to do so until he grew into a Gallade whereas his womanizing ways only doubled as did his ferocious knack for battling---he is sarcastic and snide towards his own team mates, jealous of the Lucario who plays team captain and is a bona-fide troublemaker. He also has a soft spot for kids and women alike (despite being the team casanova). Met Melody who belongs to a close friend of Hale's during the conference and the two shared an antagonistic relationship at first.
Dumbass got himself involved in a Plasma scheme to resurrect the team by getting to Pokemon instead of people during their Unova sojourn---went from leading a Pokemon Fight Club rebellion against humans to becoming one of Plasma's brainwashed monsters---a very deadly one at that. His ass had to be rescued by his team-mates; one whom he mauled and another who was blinded trying to save him (this being Lucario). Lucario throws a fit at him and all those years of having to deal with his shit comes bubbling up, and team lader tosses the reigns of leadership in his face before leaving to train with nomads to help with his aura senses. So Art got what he always wanted (And what he least wants now due to guilt), but now he's got to prove himself capable and starts wising up and learning a bit of humility. Melody and his relationship gradually gets a bit better and he slowly goes from lone wolf to understanding how the mechanics of a team works. Womanizing ways don't completely die out but he tries to be loyal to her---battle skills stay sharp though he learns to show a little mercy to his opponents.
When Lucario returns to help him during a gang war in Goldenrod, they kick ass as a proper team and he wants to hand the leadership back to Lucario who declines, telling him he's earned it.
So he's been that ever since and Mel's been there to keep him in check whenever his old tendencies resurface.
