hidden,locked or sticky bulletin?

A Hidden Bulletin is one that... heh, discovered and reported a bug while researching/writing this... is one that should only be visible to privileged admins. I believe "privileged" admins are ones that have the "Can Edit Some Content" priv on "On Admin Area", or better priv. That means they are able to see the text of the Bulletin, but Admins who have "Can Only View" for the Admin Area are not able to see the Bulletin.

A locked Bulletin is one that users can no longer reply to.

A sticky Bulletin is one that appears at the top of the Bulletin Area no matter what - even if new Bulletins are added later. This feature is similar to the sticky threads at the top of each Forum: [link]

Wow, nice work
Only one thing; in the General FAQ part you talk about the voting process when submitting something to favs and you state that all Admins can vote and voting is complete when everyone has answered yes - but I thought only those Admins with the right privileges can vote and voting is closed when one option (yes or now) has reached a certain number of votes
But it's really helpful overall, especially the members diagram is great. This guide will answer a lot of questions

Yeah, I was kind of glossing over that at the beginning to just give a brief idea of how the process works, but you're right, it's not technically corret. I'll go back and revise that in a couple days - I'm sure there are other things I'm missing and people will mention; I'd like to fix them all at once

WOW! Talk about detailed! Makes my head hurt just thinking about how long that must have taken to write! Fantastic amazing effort! This will help people enormously. And thankyou for including #Adopt-a-Group in there! That will help me to move things a long a bit faster I hope!

You should ask #devBUG to have a feature box of this on the front of their site so people can find it easily. Great job!

~Makes my head hurt just thinking about how long that must have taken to write!
It took me about three weeks to compile the text (I wrote it in spurts) and I spent all day yesterday just doing the Photoshop formatting
