For a while, I've always found these two to make the perfect mortal enemies due to their clashing personalities and ideals. Not to mention that there's a feeling of intense animosity whenever I think about them, Here are the comparisons.

Raiden vs Armstrong- Both fight for beliefs that conflict with eachother, but their choice of weaponry would be a little inverted. Plus, can you imagine "It Has to be This Way" playing in the background of their fight?

Josuke vs Kira- A trouble making yet golden hearted guy trying to protect the ones he loves from a dangerous murderer.

Jotaro vs DIO- An intense rivalry between a youngster with untapped potential and a psychotic bastard who takes thrill in killing anyone to achieve his goals.

Captain America vs Red Skull- One's a strong willed hero who always fights for what he believes in, the other's a ruthless leader of a nazi-esque faction.

Dante vs Vergil- One's carefree while one is cold-hearted. Both ideals clash, and one must stop the other even if it means killing them.

Goku vs King Piccolo- A fight fueled by animosity.

Ryu Hayabusa vs Genshin- Both feuds are driven by animosity, albeit more respectful in the case of the inspiration.

Ryu vs Kazuya- A clash of water and oil personalities.

Kazuma Kiryu vs Keiji Shibusawa- A young upstart who goes the distance for his loved ones against a cold and ruthless leader who murders for his goals.

Touma vs Accelerator- One's stubborn, the other's psycho.
