No, the light rays is a bit different... i'll try to explain in a few words. Light rays I got in [link] and few other deviations, are actually very easy to make. You paint some dots, squares or whatever on empty layer on top of your original, use radial blur in Zoom mode/method to get perfect rays. Repeat this process until you happy with results. Then color it, you can do that in a beginning by painting what you're blurring the color you want, or you can apply filters to that glow layer.

Your Welcome, I don't remember exactly if it's transparent or it has same texture as background. But it's same idea...
