Description
Crediting people has never hurt anyone so long as permission to use the lines in the first place, it's only when you forget to credit the maker of the base or lineart that you tend to get in trouble,Common courtesy, give credit when you use lineart, even if the user is banned or deactivated they still deserve the credit.
You don't have to mention the person either, simply typing or copy pasting their name works as well.
So what's the issue then?

I also like to give a shoutout to the base maker for being kind enough to make it and maybe have it be free in the first place, but not always

Oh dear, I've seen a girl who steals bases, and she is not banned yet.

It's a shame. I've come across many bases people have used and I wanted to find them and try my hand at colouring them, but there was no credit only "I saw this lineart on google".

.-. Google doesn't create bases. Only links TO said bases. Why are people such idiots sometimes? BTW thank you for the favorite. What did you like about Nocturna?
