Well, yeah, Sans can do both XD Unlike your good ol' regular Sans who can just teleport from one place to another in a snap TK!Sans takes time; opening a portal and going in. Though he is very capable and knows how to use his powers well, he is still learning more and better to control it. Also, this could explain why TK!Sans is such a math whiz, he NEEDS to know how to observe and calculate the distance between location and destination if he needs to get there precisely. miscalculations could either lead them somewhere close to their destination or somewhere unknown. That explains why only Sans and Gaster can teleport. However, Gaster doesn't like Sans to be abusing his powers since he is still thoroughly studying on it. It worries him to think that too much use of his powers could make him glitch. (and also the fact that Sans needs the exercise).
