Description

The Emperor of Mankind may be the ruler of the Imperium, but He involves himself only with the most important matters of state. He leaves the day-to-day running to the Senatorum Imperialis or the Council of the High Lords of Terra.

The Senatorum consists of ten thousand Imperial dignitaries. The presiding officer of the Senatorum is the Chancellor of the Imperial Senate. The full Senatorum meets twice for two months in a year.

Because of how unwieldy the Senatorum is, the Council of the High Lords of Terra acts as a presidium when the full Senatorum is not in session. The Imperium's most influential organizations comprise the Council. There are thirteen permanent seats and three dynamic seats in the Council. The organizations that the twelve permanent seats are so important to the Imperium that their positions on the Council are sacrosanct. The following thirteen offices are almost always represented as High Lords:
    ·        The Master of the Administratum
    ·        The Representative of the Orders Metallic (Inquisition)
    ·        Advocate-Primus of the Imperial Truth
    ·        The Fabricator-General of the Adeptus Mechanicum
    ·        The Grand Provost Marshal of the Adeptus Arbites
    ·        The Paternoval Envoy of the Navigators
    ·        The Master of the Astronomican
    ·        The Grand Master of the Officio Assassinorum
    ·        The Master of the Adeptus Astra Telepathica
    ·        Chirurgeon-General of the Officio Medicae
  ·   Warmaster of the Imperium
    ·        Captain-General of the Legio Custodes

The remaining three positions are most likely to be filled among the following leaders:
    ·        Lord Commander of Segmentum Solar
    ·        The Chancellor of the Estate Imperium
    ·        The Speaker for the Chartist Captains
    · The High Commandant of the Schola Progenium
    ·        Lord Constable of the Synopticon
    ·   Master or Mistress Plenary of the Catacombs

    ·        The High Lord of the Imperial Chancellery
