Zia is ... an interesting character. I'm kinda surprised people sympathise with her. Her work unleashed a pandemic and no doubt has caused great distress and misery. (But shes a cute and quirky snake girl so all is forgiven?) Rule of comedy in effect to get away with it.
Also I think it was established just girls were changed not people in general?

Cain did not steal it as far as I was aware. He was an archeologist and found megaman, pretty much as Light intended for someone to find.
Cain did not have a full understanding true. When he saw what happened he tried to fix it by creating the Maverick hunters... he took responsibility for his creation and tried to fix it ... though yes it only made things worse... maybe Zia is afraid of making things worse.

It depends a lot on the continuity we look at there but Cain is actually a good example when considering the use of Zias work. In one continuity cain used the tech to help people who lost limbs. Going by the wiki (I'm no expert but I love the game) He understood 80% of Lights technology but not the Brain or weapon system. Some say X's capsule was the source of the corruption which exonerates Cain in some way but Cain always tried to put his intellect to use even in failure... he decided to explore the full potential of Lights work... he never washed his hands of responsibility.
The truth is nobody could understand Lights tech.. but does that mean it can never be used? Playing a bit of devils advocate because I'm genuinely not sure now. Light also left many back up plans even in death suspecting the issues that could happen.
Going back to the comic one wouldn't consider teleportation to bring a risk of mass mutation ... well except in Doom

I see your point and on reflection I am being too hard on her. You make a good character with interesting flaws and I find her so insufferable as a result.
Though even Einstein regretted. People didnt blame him but .. I think he felt a terrible responsibility. Quote of his:

Does Zia feel regret or responsibility? Initially I thought no but ... I'm starting to think she might. Looking back with this piece of info does change context of some scenes.

So ALL OF THIS...was because someone wanted to make Star Trek technology real. Yknow, give Star Wars fans a lot of shit but at least when WE made lightsabers a reality, the worst it would cause was 3000 degree sunburns, NOT SCREW UP EVERYONES GENETIC CODING
