the art is fantastic, but it just seems so art of character for Motoko. if she were in a relationship, i think she would rarely show how vulnerable she is. she would probably be very subtle in showing her emotions, as she is such a cool and collected lady, anyways. i like this, but it just isnt her. if they got together, i could see him trying to be touchy and her rejecting him in public and only showing how much she cared in private, where no one could see her weakness.
that said, i still love this picture.

If you read the manga this kind of attitude is actually pretty common! She's not just a cold military woman. She's also love to do recreational stuff when she's off duty. Let me see, she's involved in relationship with several men, she also love having virtual lesbian fun with her girlfriends. Also she act all lovey dovey with one of her boyfriend (Who's also the leader of Section 1, they broke off after his team accidentally attack her team).
So yeah, she in this kind of get up? Actually believeable. They actually hugging each other like this, plausible.

I agree with your assessment for the most part. I think what is sweet about this picture is that she is breaking her normal routine to show her affection. It's a cute piece because it's what would probably never happen in reality, but that a lot of fans would want to see happen between the characters.
