Ooooh, so most of these would be outside the Sonic Earth's equivalent to the United Nations (obviously excluding Eggman's flag)... I reckon that GUN is their resolution to deal with the potential Eggman Empire problem.

Soleanna is an eagle with a sphere representing general either world jewel or whatever puzzle the guards set you up with.
If the stars represent states United Federations is eight and Empire City 12. Do those two are like United States or what was?

I pulled the Soleanna design from the medallions. I'm guessing it's supposed to be what they think Solaris looks like without having seen it. As for the US ones the United Federation is the Sonic world's equivalent of the USA (and in Archie is a continuation of it to an extent) so I'm guessing those stars are the states. Empire City, being based on New York, has a flag based on the USA but I have no idea what the 12 stars mean since as far as I can tell Empire City is one of the states of the United Federation.
