Description Detail of the machine's holding tanks, containing alternate universe versions of Marcus Cole (i.e., himself!). Reichsman's master plan is to drain them of their powers and become omnipotent--evil!

It's mentioned in the TF it's how he's getting his boost in power (some part of me used to think that Emperor Cole/Tyrant renewed his attack on Primal earth, partly because of this whole Reichsman fiasco that made him think Primal Earth couldn't even keep it's own threats in check) however, it instead takes the form of the third or fourth mission for heroes, I believe.
You got to Axis America and basically do an Unai Kemen scan on Portals to figure out how to build the dimensional grounding ray. In the end these cool holding tank ideas go unused, and they kind of would have been nice to see.

Interestingly, I think villains do make use of the power tap mechanic, but rather the player characters do by siphoning power from the villain patrons to raise themselves to Reishsman's level.

With Reichsman's ultimate failure, maybe he should have tried to do like Lawless in Jet Li's the one and tap the power of his alternate selves via killing them with his own hands?

I had no idea there was actually a purpose to that machine in the boss fight room of that TF. I don't recall if anything like this is even mentioned in the actual task force.

Huh! That's a surpRise to me; I understood that the gameplay was directly tied to it. Isn't there a moment when Reichsman ducks into the machine to recharge (and becomes temporarily invulnerable)?

There's a moment when he becomes temporarily invulnerable, but it's just him activating his tier 9 power. There's no graphic or movement involved in it. You just go in, fight Reichsman, deal with the other archvillains as they come out, and that's pretty much the whole fight. It's a fun fight, but certainly doesn't use the machine as far as I'm aware.

Go figure. Sometimes things change between concept and final execution, often because of balance issues or Beta feedback. That's probably what happened here.
