Seeing this magnificent white-and-gold gorgeous monument to Emperor Cole's ego really does set the tone for Tyrant and his idea of utopia perfectly. It's a great design. I'd imagine the top fifteen or so floors are restricted to Cole, a handful of his chosen few, maybe his concubines if he's feeling especially Roman Emperor like, but what were the bulk of the floors ? Administrative offices and personal staff ? Living quarters for elites or those with skills so irreplaceable that Cole wants them right there under his thumb ? Or maybe those whose service to the Empire and personal loyalty are so great, the Emperor grants them leave to stay here as an honor ?

That is pretty sweet! I have to wonder what it would look like in real life. Or since I've been drawing personified skyscrapers ever since I was a kid, how this one would look given such treatment.
