Sombra (Imprisoned in Ice, 1000 years)=Black
Tirek (Imprisoned in Tartarus, over 1000 years)=Black
Literally, every pony character who has ever been in prison was black.

As you can tell by the statistics, blue Ponies only make up 12 % of the population, with them making up to 60 % of the prisoners. Although in recent years, the percentage of Mule Prisoners has doubled.
