The longer road, here it is:
>Go back to the base image and select the area that will have the highlight.
>Draw a filled circle (for Paint.NET, when you're drawing shapes, change the fill option to "fill with solid color").
>Use the Ellipse Select tool and use the Move Selection tool (white cursor icon). Adjust it over the colored circle, and delete any excess.
Sure, sure! After setting the first gradient, set one of the colors' transparency to zero. That way, you can easily set the third color with no drawbacks!
Oh yeah, I forgot to mention this, but if you want to quickly get out of using a tool, you can press CTRL + D instead of clicking on another tool. Additionally, if you want to check out another great hair tutorial, you can check out Chusonic's tutorial here.

Not really. Although, you could render the outlines and export it. Then import it on SAI and make the edits.

I believe using GIMP 2 or even Photoshop can render them. Just delete all the unnecessary parts you don't like and just edit them the way you want.
