Of course it is. But when palestins don´t have no weapons to defend them selfs against the 4th strongest military forces worldwide that just continues to atack palestinian civilians and provoquing terror, and expandig israeli setlements, among other horrific things, is understandable that palestinians must do something even using children for their own cause
