That would be a cool top down game in the style of Company of Heroes. You'd have some heavy stealth elements and even command a Stormlord in some parts of it.

I know. I'm actually a writer and an avid gamer so creativity and genre are things I'm very into.
Funny how GW execs can't come up with these ideas though. They really do have a crippling fear of success. They're millionaires who should be billionaires but they just can't seem to come up with the next big thing. A year of gaming with a game coming out every other month starting development now and releasing in 2022 would be a game changer for their notoriety.

Or a game building a Dark Eldar raiding party in Commorragh and going on raids to capture slaves. Build up a really elite team like in Mass Effect 2, but the best gear possible and pull off raids against the Imperium, T'au or even Orks, enter into cutthroat politics with the other raiding parties and even have to fight off some Slaaneshi Daemons when a raid goes wrong.

Indeed. They should just hire me to walk in, give them fifty games ideas for the next decade and go home.
Or an X-Com style game with the Deathwatch. You'd have different perks from the various Parent Chapters they'd be from, different loudouts and armour types, different abilities and Psyker powers for the Librarians. You'd essentially have mini campaigns against all major Xenos races.

You're making a Deathwatch Kill Team of five. What Chapters are they from and how are they geared up? You have to have one Sergeant and can choose from Power or Terminator Armour for each of them.
See that's a thing to think about in a game like that.

Black Templar Assault Marine with a Heavy Thunder Hammer and jump pack.
Space Wolf Dreadnought with two twin Autocannons.
Salamander Terminator with Power Fist and Heavy Flamer.
Raven Guard Scout with a Sniper Rifle.
That's the first team I'd build for it.

Scouts are underrated. And in a XCOM type of game, a Raven Guard scout with a sniper rifle would be hard as fuck for the enemy to hit.

Rowboat Girlyman is the writer's favourite Primarch. He's their chosen little Mary Sue and he's created the Primaris Marines who are so special and perfect. I'd have fired the asshole who came to me with that idea. It shits all over the Emperor's legacy and should have led to a civil war in the Imperium. You think the Dark Angels or Black Dragons would accept new Astartes like that? You think Dante would be fine with Guilliman using Sanguinius' geneseed? You think the Black Templars would do anything but explode with rage when they heard that?
