Yeah, it was shiny. There's a whole lot of symbolism int he shininess.
Celebi is the time Pokemon. This Celebi was shiny- which means it was red. A normal Celebi is green, the exact opposite color. It was also in half. I think this halfed shiny celebi represented time- or at least the lack thereof. Gold and Red both were out of time, unable to alter the futility Lost Silver represented.

Knowledge. Ignorance is bliss, and the entire point of Lost Silver was to illustrate the futility of life. That Celebi doesn't even exist- it was a metaphor. Time, the lack of it. Corrupted by the knowledge of this and the understanding of this.
