It's Electra from the musical Starlight Express. Which is a very good musical, but I still don't get the train thing.. Why trains? :'''DThe Electra I saw on stage wasn't hot at all. He was such a disappointment.
Anyways... old drawing, new colouring.
Drawn traditionally in paper and scanned. Then coloured with Open Canvas. And "a little" Photoshop effects. Mainly dodge. Whoo...
And sorry if you got blind. He's from the future so he has to shine :'''D

It really looks like it's lit up!
I love how you did Electra's hair! The streaks of light against the darkness is awesome, and it has a nice 3D effect (and it does look lovely in the "Electra is a very pretty man" sense). 
It's a very wonderful piece of art.
As for the whole train thing, originally Webber was asked to do a musical for Thomas the Tank Engine and at another time he was working on a cartoon which was a Cinderella story with trains. Eventually, Starlight Express was born.
