Its up to the viewer actually. While PR may be envisioning Crona as a boy here, Crona's sex was never established in the manga (Okubo even says he doesn't know what Crona's sex is). The only reason Yen Press used male pronouns in their translations was that there's no gender-free pronouns for people in english, unlike that in Japanese. But they even state that it doesn't make Crona officially a man.

So Crona's a boy here to those who want a male Crona, and she's a chick for those who want a girl Crona.

You need to send him a private note for a commission and pay him to do it. He doesn't respond here and no longer does them for free. Also to be nice. When you pay him, pay him in his own currency.
