How do I actually get them? I've downloaded and extracted but I can't find the brush tool. all I find is a black and white picture. How does it work?

You paste the files into the GIMP brushes folder

Yeah, after you extract it, you should have a load of files(and sometimes pictures) with the GIMP logo on them, paste them into the folder called Brushes. Or if you've done that while you had GIMP open, try refreshing the brushes area
