My first tutorial! ;w;i haven't seen any tutorials that can shows how to resize pixels (without photoshop)
this obviously doesn't work with animations (unless you do frame by frame)
if you have any questions please ask ^^

Go to Image>Scale Layer. Make sure you selected "percent" instead of "pixel", and the Interpolation is "None"
