It's a toon thing.
When a toon gets his head stuck in a mannequin head or something, he's able to move the face like it was his own.

Nah, just traditional toon-ish nonsense.
When a toon ends up inside a statue or mannequin it can suddenly change expression and blink.

Nope, just typical toon nonsense with him stuck inside the mannequin.

this head not comfort for him. but its not just a head now

It's a tight fit and it seems to be stuck on him.
The fact he can move the face is just what happens in the toon world when something with a face gets put over a real face.

When he crashed into the mannequin he ended up stuck inside it.
The guard then slammed the head on trapping him.
As to why sad, can't be comfortable even for a toon to be forcibly molded into a curvy female shape.

This is a nice frame: head stuck in the mannequin head, arms about to be stuck inside mannequin arms. Doing this with furry toon characters has its charms, but I'd actually like to see this sort of thing with the toon a tall man and a mannequin shaped like a smaller toon woman, with an analogous result...

Maybe. Then again, toons seem able to squash into smaller shapes (the Tasmanian Devil in a suit that gives him the shape of a rather dainty air hostess, to name just one case). Some pretty big toon characters have masqueraded as much smaller ones. Oh, well, just an idea.

Yeah, just more fun in my mind when the suit height is not shorter. Make is at least a LITTLE possible.
Plus then can use a corset to shape character and even high heels to make them taller, heh heh.
