Well it seems every ghost in StarCraft has the same suit of armor, regardless of faction. Nova didn't really seem to choose blue, it just seems to be the standard issue. The only change we saw was the red and black the Spectors wore. I think it would have made more sense for Dominion ghost to change the color scheme after the fall of the Confederacy. That and considering they are assassins and such, the bright cyan armor kind of stands out. I think darker colors would have been more fitting, but that's just me. I would also think certain ghost like Nova would want to customize their armor a bit more; especially since in TKS, only the Dominion uses Ghost. Like how virtually all the marines customized their armor sets. Some have a happy face on them, a tiger, Warfield has the camo, Tycus has the girl with the rifle, Rynor has the skull and snake. I do think that certain agents would probably try to get a bit of customization to their armor.

Its funny that you mention customization becaus Twilight has probbably been a ghost for some time in your story so I thought it was only natural that she have made some costom changes to her gear.

I don't see the problem with bright colors since they can cloak. I mean Nova even had lights pulsing around her and that didn't stop her from being a great assassin.
