2 Level 4 monsters
Your opponent cannot activate any Spell or Trap Cards during the same turn when this card was Exceed Summoned.
Once per turn, you can remove one exceed material monster to destroy one of your opponents face up monster. When it is destroyed, inflict 200 points of damage x the Level their monster had. When this card is in face up attack mode, your opponents trap and spell cards can not target any light attribute monsters on your side of the field.

Wouldn't the Number assigned be easily changed?
As far as I can tell, new numbers are no longer being made, since the Manga is done. There HAVE to be some missing values! Or it could be related to C6, since there is not a basic 6...

also, DRAKKE 148, i work for konami, and I actually browse devianart a lot looking for card ideas since we are running a little short at the moment. But, like I said before, this card is overpowered. The only way we would use this card is if we made its material requirements 3 level 4 monsters or 2 level 5/6 monsters.

Ok firstly, this card would more like need 3 level 4 monsters or 2 level 5 monsters for it to be realistic. Here is its effect said properly:
2 level 4 monsters
Your opponent cannot activate Spell or Trap Cards during the same turn that this card is xyz summoned.
Once per turn you can detach one xyz material from this card to destroy one of your opponent's face-up monsters, and deal damage to your opponent equal to that monster's level x 200. While this card is in attack position your opponent cannot target your light attribute monsters with Spell or Trap Card effects.

to keep it simple: the draw it's very cool (konami, if you are watching this, use it, really, and pay this guy for it) but the effect is too powerful.

btw, I just unlocked new methods on how to make my own Xyz's. If you'd like I can make this one for you, and it would be as good quality as my Dark Synchro Monsters (which I'm almost finished with for yours not to mention).

Attribute light is more related lightning and thunder.
ATK 2200 DEF 1600 look good.

When your opponent activates a Spell or Trap Card you can remove 1 Exceed Material Monster to negate the activation of that card and destroy it. When this card has no Exceed Material Monsters, during each of your Standby Phases, you must pay 200 Life Points to keep this card in play.

Exceed/ Wind/ rank 4/ Dragon-type/ ATK: 3500/ DEF: 300;
1 level 4 Thunder-type Monster + 2 more level 4 Monsters
Once per turn, you can remove one of this card's Overlay Units from play to inflict 1000 damage to both players. If this card has Overlay Units, it cannot attack.
PS: it might be a little awkward to make fan-made Numbers. I mean, whaddaya gonna do when the official No. 23 pops up? Still, it's a great work of art, I'd say.
Oh, and the "number 23" was picked as a reference to the "number 23 conspiracy", right?

Once per turn, you can send 1 Exceed Material Monster from this card to Special Summon 1 Level 4 or lower Thunder-Type monster from your Deck.
(P.S.:This card can be a good addition to Batteryman or Watt archetype.)
