I believe I used a number of roundline meters for it, there's the one set as the background black circle and the blue circle above it is linked to whatever the circle is monitoring.
Can't remember what VS I used for the taskbar here, though.

How did you get your "Start Bar" to look like that? Right now I am using Object dock Plus along with Rainmeter and ODP is hogging up a lot of CPU... I would like to just use Rainmeter to control everything, Any help would be appreciated.

It's a visual style in Windows 7 (found here: [link] ).
You can use Rainmeter to open applications too - check my Birds skin for an example of that -[link]
