A halfling born to a female dragon and a male human, his birth was motive of shame to his mother, who became then titled "Tainted Scales". Him, a lowly halfling, was titled "Black Blood", to further press the point that he had bad blood, impure blood.
His life in the clan was far from easy; considered lesser than everyone else, he was constantly pestered by younger and older dragons alike, and forced to fight (read: be their plaything) with the excuse of making him tougher. It didn't help that he was so small compared to everyone else. This sparked in him the beginnings of his touch starvation, as he'd hate being touched in fear of being harmed "for fun".

His clan was slain by a group of merchants and soldiers for their scales, leaving only Nero behind. He was seen as a possible expensive thing to sell, especially as a slave, for some rich noble in the area, so he was kept around for a few weeks while they tried to "tame" him and teach him to not rebel. Despite drugging him through poisoned foods, he never bent to their will.
He managed to escape after a day of starving himself, as that allowed him the clarity of mind to use his magic. While he did manage to escape, he also ended up in a dragon's den, ultimately getting almost killed in the process.

After tracking him, Mars found Nero when he was close to death, and healed his wounds, saving him. She then nursed him back to health for the duration of a week, before leaving - and taking Nero with her.

Nero's now part of the Family (Mars, Lysander, Tidal and Cloud), and is being given all the affection he's lacked for his entire life.
He's also, slowly, learning how to trust others.

Life Energy
Nero's body is like a massive energy battery, where his life energy flows constantly and becomes released in the form of either magic, or let out from the vents in his shoulders, neck and back. His life energy can be constantly seen through his scales in the form of a green glow.
When he sleeps, the glow fades almost completely.

Nero can use his energy to create magic, his most primal element being electricity.
He can also move things with his mine through telekinesis, and breathe green fire.

Personality
Nero is an extremely introverted individual, constantly haunted by insecurities and social anxiety caused by his peculiar - and rather stressful - background. He does his best to try and reach out to those who want to be close to him, but it's incredibly hard for him to actually trust others. Even just being around people he doesn't know causes him to be extremely anxious, especially if he's not with someone from his family. However, he's quite proud and will try to put up a tough act to hide his anxiety. Doesn't work much, though.

He's very dependent on his family and tends to be even a bit possessive of them, but not in a harmful way; he's just jealous and doesn't want them to leave him, as he's terrified someday they'll just abandon him and forget about him. The mixture of his unique upbringing, his anxieties and these fears have made him almost dependent on touch and positive enforcement and validation, and despite all the love he gets now, he remains somewhat touch starved and will constantly try to seek more physical affection whenever given a chance.

Even though some would describe him as animalistic at best, Nero is an extremely adaptable creature with an immense curiosity for the world around him, constantly searching for more to discover and more to learn about. He's often lost because of the sheer amount of things he doesn't know about, but that doesn't stop him from trying his best to adapt to the new changes and grow as an individual.

Trivia
Nero tends to walk with a slouch, making him look even shorter than he actually is.
Nero has a tendency to do "cat things", like purring and chasing lights - he gets extremely embarrassed whenever that happens, however.
Due to being raised by a dragon clan, his speech was made up of growls, snarls, purrs and whines for the majority of his life. He started properly 'talking' at the age of 19, when he met Mars.
His language is sort of butchered and he messes up verbs a lot, but he's still understandable and does his best to learn a bit more, everyday.
He can't read well yet, but he's learning fast.
His tongue is forked and wide, like a gecko's.
The golden earring was a gift from Mars. It's magnetic, because Nero couldn't stand the thought of having his earlobe pierced.
Nero does not like wearing clothes, so he'll settle for some loose pants and if really needed, a jacket. Clothes have to be comfortable and not itchy.
Mars still sees it as a miracle that she managed to teach him to wear boxers at all times.
Nero has retractable wings that allow him to not only glide, but also fly. He doesn't keep them out often however, as they're massive and he tends to bump in things whenever he has them out.
