It's an unnatural mutagen that increases a saiyan's stamina, strength and rage. It serves as a super saiyan replacement but this transformation is permanent which is why it's so strenuous on the body and mind. Ion went thru the same thing but he's long used to the change by now. Celari was injected against her will and wasn't prepared for it.
