(talking out of character as real life me): Ok, she is still a true vampire in the Hellsing Ultimate and manga universe but not in the TV series universe. It was just blood in the Ultimate and manga but remains a servant to Alucard, in the TV universe she has to drink Alucard's blood in order to become a true vampire AND in order to become free.

The Manga gives less explanation about how the master-fledgeling bond works, but driking Alucard's blood is mentioned to become a singular vampire. Alucard wants her to drink blood too, but that is not nececerally connected to become a free vampire, it can only mean to be a vampire. It is up to the readers how they understand this.
In my understanding, Pip's blood turned Seras into a very strong "true" vampire, but didn't set her free and Alucard is still her master.

That's kind of what I said, she becomes a TRUE and powerful vampire but not an independent one. Also one more fix: I can easily survive light even without my familiars, I just hate it.
