It's not just the ova where Seras' boobs grow. Hirano himself commented in his comic how he keeps drawing her boobs bigger and bigger. I guess that's his instinct from being a hentai artist for so long... "If it fits the scene, draw 'em big! Boobs and guns! The bigger, the better! Hahaha!"

Still, Ryoji Nakamori made them ridicilously huge sometimes. In the manga, they are nearly never bigger than her own head, never taking away the athletic figure. But in the OVA they are sometimes tree times bigger, it looks stupid and unpractical.
