To start a new group, go to the Groups page and click on Make a Group .

There should be a link on the top of your page, as you're one of the group's admins. Or just type the name in the url.

You're limited to 3 admin positions in groups (those appearing in your message center on the left side), no matter if you created the group or joined it. With a premium membership that limit is 10.

I know where is the page but when I try (you know the bar where have this "Group Name you have chosen contains invalid characters. Group Names can only contain A-Z, a-z, 0-9 and -, cannot start or end with - and cannot contain spaces." well, appearing a number 1 instead

I have a question that's been bugging me: the members of my group are unable to exclusively submit to it. I have tried to alter settings as much as I can but cannot get that sort of permission. Do you know what I have to do?

I might be wrong about that but it might be that only members of moderator/admin level can exclusively submit to a group.
