Kylo Ren/Ben Solo was referred as the new Supreme Leader by that point--at least Hux referred him as that within the film. But think of that throne as a metaphorical object---describing how Kylo/Ben's stance is right now. At the end, he's feeling defeated even when he has so much power at the tip of his fingers.
