I've always liked Anarky, and his antagonism/semi-friendship with the Bat-Family, especially Tim. If Tim ever gets his own show, Anarky would make a decent Two-Face-esque tragic villain figure.
Speaking of Tim, if I might make a suggestion for a future inmate - how about Ulysses "The General" Armstrong? Or would he be too young?

Well there is the case that if the Killing Joke was right then before he was Joker he did have a pregnant wife who died and at least in comics children can be rescued from dead mothers through emergency C-section (see Hit-Girl, Movieverse)
