So I take it, Thomas didn't make himself look like Bruce in Earth 27. Because most incarnations had him do plastic surgery to look like Bruce.

He did. This file is about two years old. He made himself look like Bruce recently as part of a storyline in Earth-27.

Eventually there will be heroes and profiles for them. I don't know what format I'll use for the profile.
It wouldn't make sense for the profiles to be Arkham files. So they'll be a different format.
I played around with the idea to make to profiles in the form of newspaper articles by Jack Ryder and Vicki Vale, but it's still a work in progress.
