Perhaps the only halfway good treatment Jeremiah Arkham ever came up with: He replaced Two-Face's coin with a tarot deck.
It kept him quiet for a few weeks.
Naturally, Jeremiah decided the treatment was going nowhere and then switched back.
I always wondered what would happen if someone taught him I Ching.

Didn't Arkham once gave Two Face a deck of cards to replace his coin but couldn't make any decisions since there so many.

Considering irony and the way Two-Face is a normal human of average physical ability, perhaps his threat level should be 'Medium'? Harvey Dent is one of the villains Batman feels sympathetic about, since they were once friends, and Harvey's mutilation is rarely depicted as being his own fault - rather, a cruel twist of fate. He's also depicted as one of the patients most likely to reform.
Two-Face is not so much obsessed with the number 2 as he is with the nature of duality; halves, doubles, and opposites.

i get the split personality (which i believe was born when his older brother died in a fire he caused by accident) and the belief in pure chance, but i never understood where his binary fixation came from

personally, I think the coin itself holds the answer: remember, it used to be a two-sided silver dollar; translation: it would always land on heads; the belief in pure chance was once a bit...toned down, once upon a time ("I make my own luck") but remember, the accident didn't just damage half his face and one of his arms: it damaged his coin, more specifically, one side of said coin; whatever that means in terms of his split personality and belief in chance aside, the fact remains that though it's one item, the coin itself represents something he had bashed into his skull that day *no pun intended*: the concept of duality; in short, he literally can't gain a penny for his thoughts without putting forth his two-cents worth, if you know what I mean...

(clears throat) joking aside, however, it's entirely possible that his belief in pure chance and binary fixation are interconnected: after all, a wise man once said that "there are two sides to every story"; besides: how often DO you see a coin land like this?
