He is, intentionally. I am taking some liberties with him.
Namely, he is much, much older on Earth-27.

Hook also is being reimagined. Combining elements of the assassin with The Hook from Batwoman comics (as in the "Hookman" urban legend).
In short, Hook is a nigh-immortal, an old experiment of the League of Assassins from the 1800's and Boston Brand is from the same era, instrically linked to the Hook.

In what medium does he have an accent? I've never seen him in any cartoon and I've never got an accent flavor from any dialogue in the few comics I've seen him in.

Okay, maybe "accent" isn't the right word. More like "dialect." He sounds like a 20th century carny. Uses smaller words, incorrect contractions, and outdated terms. Like in this quote from Kingdom Come: "Don't get me wrong. He used to be a normal joe. A cop, as I recall. But from the moment he got tapped by the Big G t'be an avenging spirit, he started to lose touch with his human side." You see what I mean? It's subtle, but he doesn't talk like most people. It's like a less exaggerated version of the way the Thing talks.Β
