I woke up this morning and I knew I had to make one, and here it is.
Long ago asked me to make a chibi tutorial and few months ago asked me to make a tutorial from the beginning of the skecth til the shading, I think this is what you both wanted

okay read this other tutorial I made only for linearting since people got confused [link] If you still don't get it I'll try and explain again.
This is a tutorial for Photoshop CS I can't guarantee it will work with other versions or PS elements or whatever.
Try and download SAI for linearting, is so much better and easier than photoshop!

a CSS GENERATOR!!!! You insert the colour codes (you can pick them from the colour picker on that page or using photoshop) that you want your background and all that to be and fill in everything they ask you for and that's it! You get your css !!!
It's very simple but to get started is pretty cool! ^^ BTW, upload your header to some file hosting web like fileden.com or imageshack.us or photobucket.com and copy paste the url wherever they ask you too ^^
Try it out, if you can't figure it out I'll help you personally.
