Hey guysDone in Paint tool SAI, last step in Adobe Photoshop
1. Paint on dark background, select base color and shape for the fire, i used only this brush in SAI
2. Create new layer with LUMINOSITY setting , use blue color, some with hight saturation
3. Create another new layer and again with Luminosity setting, use some lighter color
4. Use almost white but in blue tone color, and in the middle made more white flames
5. Some basic details
6. Open Adobe Photoshop, for those effect i recommended - Sparkle brushes, Dust Brushes, Smoke brushes - the smoke brush will make the best effect! Use vivid color brush setting, or create new layer with vivid color setting.

will-o-wisps are often represented as floating blue flames! that's all i can think of, though.

Pretty much the same way, steps 1-5, I'd assume.
1. Paint on dark background, select base color and shape for the fire, i used only this brush in SAI (I'd use a watercolor brush with high opacity)
2. Create new layer with LUMINOSITY setting , use blue color, some with high saturation (FireAlpaca has a luminosity setting. Would recommend "Add" instead.)
3. Create another new layer and again with Luminosity setting, use some lighter color (Once again, I'd recommend add.)
4. Use almost white but in blue tone color, and in the middle made more white flames
5. Some basic details
Not hard, just a few tweaks!!
