I have a feeling this beauty is the Flagship of the entire Starfleet.

Eh, not so much. While it is the second largest Starship design in the OISU, and theΒ largest publicly acknowledged ship design, it is a starship class, and has had anywhere from thousands to tens of thousands put into service. They are certainly the flagships of the fleets they are assigned to, but flagship for a whole space force is a purpose built command and control ship. Those mobile military headquarters ships are actually smaller than the Cosmic Noble, and they are not very heavily armed for their size, but they dont really need to be either.
