With 'grammar' people mostly dosen't realate to folks with problems in the english language, but people 'Writung like dus! 'caus dey think it makes em speciul and uper cute!'
So I guess it's realated to chat-speak, not to people with some few problems and mistakes in the english language C:

I can't tell if you mean a literal school for grammar, or elementary school (my Dad calls that "grammar" school"). XD

Grammar schools in England used to be highly selective state schools that took the bright kids. They have got rid of them in most places now sadly.
