I'm just a random passer-by, but what about GIMP? :3
It has layers and is completely free. And FireAlpaca is nice for smooth lines and is also free

it's no problem <3
I had to start using it as a substitute for SAI, since I have a Macbook which doesn't support SAI, and I think it's nice although it doesn't do as much, you can't beat it being free
