ARRRGH! O_onever again!
I hate working with tutorials althought I LOVE helping people, so NO I don't have any problems at all xD
Its story about "how Grypwolf does shading". enjoy..... if you can. ( and sorry about traumatic english I used there xD)

and I almost forgot! This shading style works in photoshops of all kind and with Paint Tool Sai. Don't know about paintshop pro or Paint thought....

What type of sai do you use? I have SAI but it doesn't look like that and It won't let me change the size of the brush so I just have to go with what it gives me. do you have any advice that might help me use the program better? thank you for your time

I use now Paint tool sai. Sadly I don't have any reall detailed tutorial about the program. There are many around the internet tho. if you search you will be able to find one <3

There's Paint.net, GIMP, and Firealpaca, among thousands of other free programs that do similar things to Photoshop

Truth is I share a computer and cant download anything

If you have a scanner, you can use MS Paint (silly I know) so do something similar in terms of shading. Β That's how I got my start before I got a tablet. Β Even if you do have a tablet, the steps are similar, expect you can't use layers, you just gotta be careful.
Or, if possible, ask for permission to download a program, there are dozens of free (and virus-free) ones out there that are trustworthy.

I don't say this because I want you to. But believe me. I did not get it first, second or even third time.
To get this kind of shading and improve on making it took me 2 years and more. Don't be afraid to fail. when you start being afraid of failure, you start being afraid of doing anything. and they you will not get anywhere.
You can tell master from apprentice of how many times they have failed and still keep going. So just do it. practice. I believe in you.

You can still get Paint Tool Sai... I have paid for it in dollars too. The system automatically transfers the money. 5000 yen is about $55, and you'll need a paypal account. But you should be okay after that! KEEP THE SERIAL NUMBER AND CODE WHEN YOU GET IT. Jesus... I made the mistake of not having it and when I switched computers, I had to RE-BUY it. Point is, you can get it. Make sure the link you go to says SYSTEMAX or it won't be the proper one. Hope this helps!

You can get it free, just browse DeviantArt journals for a proper link. However if you're looking to buy, I find Clip Studio paint (was 40$ when I bought it) to excel over sai. It's easy to use and has more to it.
