==AZULA==AKA: "Princess of the Fire Nation"
Synopsis: Daughter of the current Fire Lord and next in line for the throne, Azula is cruel and manipulative, willing to do near anything to further the cause of her or her nation. Combined with her powers over fire and electricity, she has the potential to be a deadly opponent.
THREATS:
-Martial Artist: Azula has trained for years to master the martial art of her people, and seems to be a natural prodigy.
-Firebending: Azula is able to draw upon some unknown (at the moment) method to expel and manipulate fire in conjunction with her martial arts. This allows her such abilities as fire projection and manipulation, as well as enhancing her already formidable close quarters abilities. Azula seems especially proficient at this skill, having apparently mastered the more difficult 'blue flame' variant. This discipline seems to be, at least in part, mental as well as physical, as prominent displays of emotion (typically anger, hate, etc.) can increase the potency of the fire.
-Lightning Bending: A subset of the above, Azula has also learned how to harness lightning, a skill supposedly difficult even for firebending masters.
-Cruel Intellect & Sadism: Azula is a bright young woman and an excellent strategist and planner. However, she is also takes incredible joy in the suffering of others, and often channels her intellect into creative ways to express her sadism, even to those closest to her (see files on Mai and Ty Lee for examples). It is not enough to simply beat an opponent, she must crush their spirit. While this can be taken advantage of, it also makes her more dangerous. She would not hesitate to harm or kill innocents to further her goals or distract from an escape.
-Manipulation: Azual has demonstrated on multiple occasions the skill at convincing and manipulating those in positions of power to ally themselves with her or serve under her. If given time and opportunity, she could become harder to stop through volume of allies at her disposal. If captured, care must be taken to place her where her words can do the least harm.
-Allies and country's resources: As the daughter to a national ruler and next in line for the throne, Azula has the vast resources of her country to draw upon. This factor is mitigated somewhat by Azula's tendency to act either alone or in small groups.
POSSIBLE COUNTERS:
-Fireproof suit: Previous encounters with villains like Firefly (see file for more info) have already taught me the value of a suit that doesn't burn. Must make sure such precautions are in place before any encounter with Azula
-Make suit non-conductive: See above
-Take advantage of questionable mental state?: Intel seems to suggest Azula's mental state is rapidly devolving. Whether this is due to stress or a hither-to unknown mental illness is unknown (Personal Memo: Have doctor's run a full psychological evaluation upon capture). It would be possible that bringing up her friends' abandonment of her, as well as her relationship with her mother, could cause her to become sloppy. It should be noted that it could also cause her to rage out of control, resulting in even more danger.
-Foam Capsules: Several bat-capsules are already equipped to handle low to mid level fires. Upon detonation they can release a large volume of either fire-proof foam or a quick freezing agent. Either should be able to neutralize Azula in short order.
THREAT LEVEL: LOW (Higher in own country)
Conclusion: Her powers are not anything I haven't encountered before, and her martial arts skills, while considerable, should not provide much of a challenge if a fight moved into close quarters. Several gadgets can take her out of the game quickly. In a crowd it is highly likely that she would target bystanders in order to get away, so take her out as quickly as possible.
If it were necessary to retrieve her from her home country, things would admittedly be more difficult, as she would have a personal guard and easier access to aid. Use stealth to sneak to her location (Personal note: have bat-computer run potential simulations evaluating potential layouts of royal palace). A quick dose of knock-out gas should do the trick. Extraction is as difficult as exiting a foreign hostile nation with kidnapped royalty usually is. Prepare accordingly.
POSSIBLE LOCK-UP LOCATIONS:
-Arkham, due to mental state, though given track record I'm not sure how helpful they'd be. I'm not sure I would want her so close to my city, but having her close might be better, as I could keep an eye on her.
-Transformation Island: Contact Diana about potential use of her people's prison reformation island. The people there may be able to reach the girl better then anyone else.
-The Slab (arctic location): Intense cold may reduce powers and possibility of escape.
-Avoid Bell Reve: With the recent death of Diablo (see the file on the Midway City incident for further details) Waller is no doubt on the lookout for a new fire-starter for her little project. Azula may be to good an opportunity for her to pass up.

Good point. But I was referring to CWCollateral, which is an attempt at telling how normal people would realistically react to Chris-Chan and his domestic terrorist activities like blowing up a building full of people. It doesn't end well for Sonichu, whose whole family is butchered -literally- by angry citizens who have had enough of Chris' straight camps and Orwellian psychic mind reading security by Magi-Chan. The story features an entire race of Sonichus used as Chris' master race attempt at taking over the world, and turns out, in this story,that Chandler's powers are a result of his ancient Cherokian ancestor, Cherok, making a deal with the Chaos God Tzeentch for a device called the Creation Engine, a Chaos machine that let's the user convert inserted biomass into a form similar to what they imagine. Chris literally hauled a shit ton of fast food to the device and cloned himself an army of less-powerful Sonichus, the Electric Hedgehog Police Force. They're like the Waffen SS of CWCville, harasping humans but especially minorities, attacking gays and insulting the mentally deficient as "slow in the minds". The PVCC is a human resistance movement dedicated to freeing CWCVILLE. Basically, the story is an attempt to make sense of the autistic cluster fuck of Chris' demented mind. Oh, and Tito Malakani is in it.

Hang on Bats, Waller?! I know Bruce sees Azula as no less than a criminal, but even that is too much; he knows Azula is also a kid in comparison (she's 14-15). Waller has no problems blowing up people's heads to get what she wants.
